Ria Novosti: Russia's future fighter conquers the skies

Russia's prototype fifth-generation fighter made a 45-minute maiden flight on Friday in the Far East.

The flight had been postponed for 24 hours due to poor weather conditions in Komsomolsk-on-Amur where the prototype is being tested.

"The plane showed a superb performance. It has met all our expectations for the maiden flight," said Olga Kayukova, a spokesperson for the Sukhoi aircraft manufacturer.

Russia has been developing its newest fighter since the 1990s. The country's top military officials earlier said the stealth fighter jet, with a range of up to 5,500 km, would enter service with the Air Force in 2015.

Russia's fifth-generation project is Sukhoi's PAK FA and the current prototype is the T-50. It is designed to compete with the U.S. F-22 Raptor, so far the world's only fifth-generation fighter, and the F-35 Lightning II.

The PAK FA is to be equipped with the most advanced technology and armed with next-generation high-precision weaponry.

India, which has a long history of defense relations with Moscow, remains Russia's sole partner in the project.

India's Hindustan Aeronautics Ltd (HAL) was reported to be seeking a 25% share in design and development in the project. It has also sought to modify Sukhoi's single-seat prototype into the twin-seat fighter India's Air Force wants.

*Flash*: Army Chief Orders Disciplinary Action Against MS !!

A day after Defence Minister, A K Antony, made it clear to the Army leadership that disciplinary action should be initiated against the Military Secretary, Lt Gen Avadhesh Prakash, in the Sukna land scam, Chief--General Deepak Kapoor, has ordered disciplinary action against Lt Gen MS, a couple of hours back.

The officer due for retirement on January 31, 2010, will be attached post retirement for recording summary of evidence, while being tried on charges and if found guilty will be court-martialled, which will affect his post retirement benefits.

US Congressional Notification Of Possible M777 ULH FMS To India !!!

Defense Security Cooperation Agency India – M777 155mm Light-Weight Towed Howitzers

WASHINGTON: The Defense Security Cooperation Agency notified Congress Jan. 22 of a possible Foreign Military Sale to India of 145 M777 155mm Light-Weight Towed Howitzers with Laser Inertial Artillery Pointing Systems (LINAPS) and associated parts, equipment, training and logistical support for a complete package worth approximately $647 million.

The Government of India has requested a possible sale of 145 M777 155mm Light-Weight Towed Howitzers with Laser Inertial Artillery Pointing Systems (LINAPS), warranty, spare and repair parts, support and test equipment, publications and technical documentation, maintenance, personnel training and training equipment, U.S. Government and contractor representatives’ technical assistance, engineering and logistics support services, and other related elements of logistics support. The estimated cost is $647 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to strengthen the U.S.-India strategic relationship and to improve the security of an important partner which continues to be an important force for political stability, peace, and economic progress in South Asia.

India intends to use the howitzers to modernize its armed forces and enhance its ability to operate in hazardous conditions. The howitzers will assist the Indian Army to develop and enhance standardization and to improve interoperability with U.S. Soldiers and Marines who use the M777 as their primary means of indirect fire. India will have no difficulty absorbing these weapons into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors will be, BAE of Hattiesburg, Mississippi; Watervliet Arsenal of Watervliet, New York; Seiler Instrument Company of St Louis, Missouri; Triumph Actuation Systems of Bloomfield, Connecticut; Taylor Devices of North Tonawanda, New York; Hutchinson Industries of Trenton, New Jersey; and Selex, Edinburgh, United Kingdom. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require annual trips to India involving up to eight (8) U.S. Government and contractor representatives for technical reviews/support, training, and in-country trials for a period of approximately two years.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

'Not A Single Place On Indian Coastline To Be Without Radar And Surveillance By 2011,' DG-ICG

With an aim to create a fully integrated infrastructure in order to achieve real time coastal surveillance from remote locations, a coastal surveillance network along the coastline is being established, to enhance the surveillance capabilities and effective maritime domain awareness. Announcing this on the 33rd Indian Coast Guard Day, to be celebrated on February 1, Director General Coast Guard, Vice Admiral Anil Chopra, said here today that, "This is a Rs 350 crore project which would be in place by 2011, wherein there would be not a single place on the Indian coastline which would not be under the radar and surveillance."

Speaking on the occassion of the annual press conference ahead of the Indian Coast Guard (ICG) Day, Vice Admiral Chopra said that there has been a plan to put radars on tall infrastructures like light houses, which were there all over the coastline, for the past four-five years, but besides picking up contacts, it was important to identify them. The radars would pick contacts and the sensors would identify them, the information from which would be used centrally for coastal security, by sharing it at different levels with maritime operational authorities for responding to threats. The coastal surveillance network would be strengthened by the inclusion of optronics and other electronic sensors, which would be operational soon.

Talking about the smallest defence service, which grew from two naval frigates to 43 ships, 23 boats and 45 aircraft, the force which is grappling with a manpower challenge with its present strength of 7500 personnel, the DG on the occassion said that by 2012 the ICG would have a total of 40 ICG stations. The DG spoke about the need for quick augmentation of force levels, manpower and associated infrastructure, as coastal security post 26/11 had put the ICG on centre-stage. To meet the demands of the same, the Cabinet Committee on Security (CCS) had sanctioned 40 ships, 20 boats, 42 aircraft, nine stations, around 3200 manpower, and new regional headquarters.

Vice Admiral Chopra informed that in the past one year, the ICG had conducted 14 coastal security exercises and 18 operations jointly with the Indian Navy, to check infiltration, based on intelligence inputs, all of which were successful, said the DG, as the attempts were stemmed, and nothing could be detected.

To recognise the immediate need to identify the vulnerabilities and gaps in coastal security, assistance was being provided to the coastal states by the ICG, based on which 131 additional Coastal Police stations have been proposed by the service in the second phase of the coastal security scheme.

Exclusive: Cabinet Clears VVIP Choppers With Deviations, DPB Flouts DPP By Approving Agusta

I broke this story in Mail Today, in July 2008, that the Government was going ahead with commercial negotiations with Agusta Westland, despite deviations found in the chopper, and a single vendor situation was emerging. The single vendor situation was averted, but the deal has landed with Agusta.

The Cabinet Committee on Security (CCS), has cleared the procurement of 12 AW-101 helicopters from Augusta Westland which had been found to be having deviations as per the laid down parameters in the tender.

The contract for the 900 million US dollar deal, for the choppers mainly for VVIP travel, is to be signed shortly for the same.

The Anglo-European Agusta Westland AW-101, earlier called EH101 (until June 2007) is a medium-lift helicopter primarily for military use but also used for civilian purpose.

The multi-role utility helicopter was zeroed in on by the Ministry of Defence (MoD), at the suggestion of the Indian Air Force (IAF), who had earlier built up a case for the deal citing paucity of time and thereby accepting what was available rather than waste time in a possible re-tender, in what was being seen as flouting the Defence Procurement Procedure (DPP-2006). AW-101 was found to be having one deviation short of its competitor American firm Sikorsky in the required parameters as per the tender.

AW-101 as against Sikorsky's H-92, was found with deviations in the general service qualitative requirements and was also not being able to fulfill the 'ceiling height' parameter.

Requests For Proposal (RFPs) or tenders were sent out in December 2006 to seven helicopter makers, and responses came in February 2007. US firm Sikorsky with its H-92 chopper and the Anglo-European Agusta Westland with its AW-101 were shortlisted. Both failed to make the cut, as both had deviations, though Agusta had one deviation short than its competitor Sikorsky, which was seen as reason enough for its selection, according to sources.

A single vendor situation was emerging with AW-101 coming out a winner, but it was averted, as per the procurement procedure, a single vendor situation is to be avoided in the eventuality of which the tender is to be retracted and a fresh one issued. The Defence Procurement Board (DPB), approved the selection of AW-101, as against Sikorsky H-92, with deviations in it.

The pressure on the Ministry of Defence (MoD) was apparent, especially since the existing fleet of Soviet-origin Mi-17 and Mi-8 helicopters that currently fly the President, Vice President, Prime Minister and other dignitaries, draws close to its retirement. These helicopters were inducted in 1982 and are due for retirement.

Old faithful, Russia's Mil, the maker of Mi-8 and Mi-17 helicopters also responded to the tender but was rejected on grounds of its unwillingness to sign the mandatory integrity pact and to deposit the Earnest Money Deposit (EMD).

Sources have disclosed that a month later Russia agreed to accept the Integrity Pact and the Earnest Money Deposit clauses, with which they had reservations earlier, and also the Russian choppers would have been cheaper comparatively. The hurried decision of the Ministry of Defence (MoD) landed them with no option, added the source.

Of the 40 mandatory qualitative requirements listed in the tender keeping the safety of VVIPs in mind, both shortlisted contenders were found wanting in the following parameters:

  • Both Sikorsky and Agusta Westland did not provide the missile warning system.
  • The warranty which should be either three years or 900 hours, was offered by neither.
  • As per the tender the trials of the helicopters should be held in the country where they would be ultimately flown in. Both vendors stepped down as far as fielding the choppers in India for trials was concerned.
  • Sikorsky, according to sources, was not ready to provide the package of product support which has been stipulated in the RFP (tender). Instead, it offered a "Total Assured Programme", which was not solicited.

Agusta, according to sources, has been finalized as it has one deviation short compared to Sikorsky. However it also lacks the 'ceiling height' parameter.

The last RFP which was floated during the NDA rule was cancelled owing to the single vendor situation. Former National Security Advisor (NSA), Brajesh Mishra, is reported to have written to the then Air Chief, conveying very strictly that a single vendor situation is to be avoided in the case of VVIP movement keeping the security aspect in mind. Misra had objected to European consortium's Eurocopter helicopter, which had not just become a single vendor but also could not fulfill some service requirements.

The Indian Air Force (IAF), the principle operator of VVIP transport aircraft and helicopters, is understood to have been building a case to make the government accept what is available, rather than waste time with a possible re-tender.

Other requirements for the helicopters are that they would have to be powered by either two or three-engines and also be equipped with advanced avionics and night-flying capabilities.
